This is the badge used on the top end Mapex kits and snares from around early 1996.

The Gold "Flourish" badge was the first to be used on the Black Panther line. 

Sometimes these badges are mounted vertically equidistant from the rows of lugs, sometimes slightly above (in the case of the 14"x6.5" Steel / Steel Deluxe almost at the top). There doesn't seem to be any particular reason for this.
